Kiley Swaine alleges that former Torrance PD Officers Christopher Tomsic and Cody Weldin spray-painted a swastika on the seat of his impounded car in 2020 after his arrest. Swaine discovered the vandalism when retrieving his vehicle. The suit alleges civil rights violations, hate-motivated conduct, and failure to supervise under 42 U.S.C. § 1983. Both officers have been charged with conspiracy and vandalism by the LA County DA.
