Claims

Richard "Randy" Cox, 36, alleges five New Haven Police officers violated his constitutional rights on June 19, 2022 when he was transported in a police van without seatbelts. The van braked suddenly, throwing Cox headfirst into the interior wall and severing his spinal cord. Officers Oscar Diaz, Ronald Pressley, Sgt. Betsy Segui, Luis Rivera, and Jocelyn Lavandier are accused of failing to secure Cox and then dragging his paralyzed body from the van.
