Tomika Miller, widow of Rayshard Brooks, 27, alleges Officer Garrett Rolfe used excessive force by fatally shooting Brooks on June 12, 2020 in a Wendy's parking lot in Atlanta. Brooks had fallen asleep in his car in the drive-through lane. After a DUI investigation and struggle, Brooks took an officer's taser and ran. Rolfe shot Brooks twice in the back as he fled. Claims of excessive force and civil rights violations under 42 U.S.C. § 1983.
