Claims

Estate of Tamir Rice alleges Cleveland Police Officer Timothy Loehmann fatally shot Rice, 12, within two seconds of arriving at a recreation center on November 22, 2014. Rice was holding a toy pellet gun. Officer Frank Garmback drove the patrol car onto the grass directly beside Rice. The suit alleges the officers acted unreasonably, negligently, and recklessly, and that the City failed to adequately screen Loehmann, who had been deemed unfit for duty by a prior employer.
