Mother of Sandra Bland, a 28-year-old Black woman, alleges DPS Trooper Brian Encinia unlawfully arrested Bland during a routine traffic stop on July 10, 2015, assaulting her during the arrest. Bland was jailed at Waller County Jail where she was found dead in her cell three days later. The suit alleges wrongful arrest, excessive force, deliberate indifference to Bland's known mental health needs, and failure to monitor her while in custody.
